EMMANUEL SULTANI MAKENGA: CE BOURREAU, ZELE SERVITEUR DE LA MACHINE GEOCRIMINELLE RWANDAISE
Voici le profil glaçant d’un homme qui, devenant la personnification de la géocriminalité de Kagame en RDCongo, depuis trois décennies, danse sur les tombes des Congolais comme un marionnettiste macabre, tirant les ficelles d’une rébellion à une autre, au cœur de l’Est de la RDC.
Emmanuel Sultani Makenga, alias « le Général », n’est pas un stratège visionnaire ni un patriote égaré : c’est un exécutant sanguinaire, un rouage graissé au sang dans la géocriminalité rwandaise, recyclé inlassablement par des « dialogues » de façade qui masquent l’horreur.
Né, parait-il, en 1973 à Rutshuru, de parents rwandais, ce Tutsi congolais de façade a fui l’enfance, sans éducation, pour embrasser la guerre, rejoignant à 17 ans le Front Patriotique Rwandais (FPR) en 1990, ce bras armé du génocide inversé qui propulsa Paul Kagame au pouvoir en 1994.
Le 1996 marque le premier assaut contre le Zaïre de Mobutu : Makenga intègre l’AFDL de Laurent-Désiré Kabila, marionnette qui se prête à être le visage congolais de la coalition qui renverse Mobutu.
Mais la lune de miel entre LD Kabila et la coalition qui l’ a porté au pouvoir est brève. En 1998, éclate la Deuxième Guerre du Congo, ce « conflit mondial africain » qui noie l’Est dans le chaos.
Makenga quitte la RDCongo avec les « coopérants rwandais » remerciés » par LD Kabila et il bascule au Rassemblement Congolais pour la Démocratie (RCD-Goma), faction pro-rwandais dominée par ses « frères » Tutsis.
Là, les masques tombent : accusé de massacres à Kisangani en 2002, où des centaines de civils périssent sous les balles de ses miliciens, il trempe déjà dans le bain de sang ethnique. Human Rights Watch et l’ONU le pointent du doigt, mais Kigali le protège comme un atout précieux.
Les Accords de Sun City en 2003 promettent la paix : Makenga réintègre les Forces Armées de la RDC (FARDC) comme colonel, un costume d’uniforme pour mieux trahir. Pourtant, en 2006, il déserte pour le Congrès National pour la Défense du Peuple (CNDP) de Laurent Nkunda, autre pantin rwandais.
Kiwanja, novembre 2008 : 150 civils massacrés à bout portant, des femmes violées en série, des enfants enrôlés de force.
L‘ONU, dans ses rapports accablants, le désigne comme responsable direct, un « criminel de guerre » sous sanctions internationales depuis 2012 – gel d’avoirs, interdiction de voyage, traque mondiale. Mais en RDC, le gouvernement de Kinshasa, complice de ses réintégrations, ferme les yeux, recyclant le bourreau comme un fonctionnaire lambda.
2009 : un nouveau « dialogue » le ramène aux FARDC, une farce qui humilie les martyrs.
Trois ans plus tard, en 2012, l’apothéose du carnage : avec Bosco Ntaganda (actuellement prisonnier de la CPI), il fonde le M23, cette hydre rwandaise qui avale Goma. Les viols systématiques – des dizaines de femmes et fillettes souillées en public –, les exécutions sommaires, le recrutement d’enfants soldats : tout est documenté par Human Rights Watch et l’ONU, qui accuse explicitement le Rwanda d’avoir déployé ses troupes pour armer et commander Makenga. Le ministre rwandais de la Défense, James Kabarebe, pilote l’opération depuis Kigali, selon un rapport ONU fuité en 2012.
Makenga ? Le petit exécutant zélé, le sergent devenu par la magie des « mixages » voulu par Hyppolithe Kanambe colonel qui exécute sans trembler, pillant coltan et or pour engraisser les caisses de Kagame.
Défait en 2013 par les FARDC et une coalition internationale avec la Monusco, il fuit en Ouganda, exil doré pour un criminel en cavale. Huit ans de silence relatif, jusqu’en 2021 : le M23 renaît, « relooké » mais identique, avec le même sang sur les mains et les mêmes objectifs géocriminels.
Kishishe, novembre 2022 : 131 civils fauchés dans leur sommeil, un massacre que l’ONU qualifie de « crime de guerre potentiel », imputé directement à ses commandos. Et en 2023, il rejoint l’Alliance Fleuve Congo de Corneille Nangaa, une énième rébellion sous contrôle rwandaise.
Les rapports ONU de septembre 2025 dressent un bilan glaçant : viols massifs, déplacements forcés, massacres en Nord et Sud-Kivu, avec le Rwanda comme chef d’orchestre invisible et Makenga qui joue le rôle de petits mains de son chef du FPR.
Internationalement, les sanctions US de 2013 pour « violences sexuelles et enfants soldats » le clouent au pilori, tout comme les listes noires de l’ONU, en tant que terroriste. Pourtant, ses thuriféraires pro-M23 le chantent en « héros tutsi », masquant l’horreur qu’il distribue à l’Est de la RDCongo, sous des discours victimaires.
La vérité ? Makenga n’est qu’un exécutant de bas étage dans la géocriminalité rwandaise : un tueur à gages, sans éducation, un ancien « kadogo » qui massacre pour un visa, pille pour un salaire, viole pour terroriser. Son cycle infernal – rébellion, intégration, trahison – n’est pas un destin, mais une stratégie de Kigali pour saigner la RDC à blanc.
Son parcours est emblématique de ce qui se passe en RDCongo, depuis 30 ans.
Il est temps de briser la chaîne : le Congo n’est pas une arène pour des génocidaires.
Makenga : Le Vampire Économique de Kigali
Sultani Makenga, chef du M23, est aussi le pillard zélé qui vide l’Est congolais pour Kigali : mines d’or et coltan occupées à Rubaya et Kitshanga, taxes forcées sur creuseurs terrorisés, enfants au labeur – des centaines de millions smoglés et blanchis au Rwanda, gonflant son « miracle » économique des minerais volés en RDCongo.
Goma 2012, Bukavu 2025 : raids voraces sur banques et villages, « droits de passage » extorqués…
Sanctions ONU/US depuis 2013 pour ces crimes de guerre économiques. Dépossédant des millions, il saigne la RDC.
Chaque vie volée à Kiwanja, Goma ou Kishishe et ailleurs, crie justice. Et cette justice, elle viendra, inexorable, pour faire peser sur Makenga et ses complices le poids de leurs crimes.

Here is the chilling profile of a man who, embodying the geocriminality of Kagame in the DR Congo for three decades, dances on the graves of Congolese people like a macabre puppeteer, pulling the strings from one rebellion to another in the heart of eastern DRC. Emmanuel Sultani Makenga, alias « the General, » is not a visionary strategist or a misguided patriot: he is a bloodthirsty enforcer, a cog oiled with blood in the Rwandan geocriminal machine, endlessly recycled through sham « dialogues » that mask the horror.
Born, apparently, in 1973 in Rutshuru to Rwandan parents, this facade of a Congolese Tutsi fled childhood without education to embrace war, joining the Rwandan Patriotic Front (RPF) at age 17 in 1990—the armed wing of the inverted genocide that propelled Paul Kagame to power in 1994. 1996 marks the first assault on Mobutu’s Zaire: Makenga joins Laurent-Désiré Kabila’s AFDL, a puppet serving as the Congolese face of the coalition that overthrows Mobutu.
But the honeymoon between LD Kabila and the coalition that brought him to power is short-lived. In 1998, the Second Congo War erupts, this « African World War » that drowns the east in chaos. Makenga leaves the DR Congo with the « Rwandan cooperants » dismissed by LD Kabila and switches to the Congolese Rally for Democracy (RCD-Goma), a pro-Rwandan faction dominated by his « Tutsi brothers. »
There, the masks fall: accused of massacres in Kisangani in 2002, where hundreds of civilians perish under the bullets of his militiamen, he is already steeped in ethnic bloodshed. Human Rights Watch and the UN point the finger at him, but Kigali protects him like a precious asset. The 2003 Sun City Accords promise peace: Makenga reintegrates into the Armed Forces of the DR Congo (FARDC) as a colonel, a uniform costume to better betray.
Yet in 2006, he deserts to join Laurent Nkunda’s National Congress for the Defense of the People (CNDP), another Rwandan puppet. Kiwanja, November 2008: 150 civilians massacred at point-blank range, women serially raped, children forcibly recruited.
The UN, in its damning reports, designates him as directly responsible, a « war criminal » under international sanctions since 2012—asset freezes, travel bans, global manhunt. But in the DRC, the Kinshasa government, complicit in his reintegrations, turns a blind eye, recycling the executioner like an ordinary civil servant. 2009: a new « dialogue » brings him back to the FARDC, a farce that humiliates the martyrs.
Three years later, in 2012, the apex of the carnage: with Bosco Ntaganda (currently a CPI prisoner), he founds the M23, that Rwandan hydra that swallows Goma. Systematic rapes—dozens of women and girls defiled in public—summary executions, recruitment of child soldiers: all documented by Human Rights Watch and the UN, which explicitly accuses Rwanda of deploying its troops to arm and command Makenga. Rwanda’s Minister of Defense, James Kabarebe, pilots the operation from Kigali, according to a leaked UN report in 2012.
Makenga? The zealous little enforcer, the sergeant turned colonel through the magic of « mixages » desired by Hyppolithe Kanambe, who executes without flinching, plundering coltan and gold to fatten Kagame’s coffers.
Defeated in 2013 by the FARDC and an international coalition with MONUSCO, he flees to Uganda, a gilded exile for a fugitive criminal. Eight years of relative silence, until 2021: the M23 is reborn, « rebranded » but identical, with the same blood on its hands and the same geocriminal objectives. Kishishe, November 2022: 131 civilians mowed down in their sleep, a massacre the UN qualifies as a « potential war crime, » directly attributed to his commandos.
And in 2023, he joins Corneille Nangaa’s Congo River Alliance, yet another rebellion under Rwandan control. The UN reports from September 2025 paint a chilling picture: mass rapes, forced displacements, massacres in North and South Kivu, with Rwanda as the invisible conductor and Makenga playing the role of his FPR boss’s little hands. Internationally, the 2013 US sanctions for « sexual violence and child soldiers » nail him to the pillory, just like the UN blacklists, as a terrorist. Yet his pro-M23 sycophants sing him as a « Tutsi hero, » masking the horror he distributes in eastern DR Congo under victimhood speeches. The truth? Makenga is just a low-level enforcer in Rwandan geocriminality: a hired killer, uneducated, a former « kadogo » who massacres for a visa, plunders for a salary, rapes to terrorize. His infernal cycle—rebellion, integration, betrayal—is not fate, but a Kigali strategy to bleed the DRC dry. His path is emblematic of what has been happening in the DR Congo for 30 years. It is time to break the chain: the Congo is not an arena for genocidaires.
Makenga: Kigali’s Economic Vampire
Sultani Makenga, leader of the M23, is also the zealous plunderer who empties eastern Congo for Kigali: gold and coltan mines occupied in Rubaya and Kitshanga, forced taxes on terrorized miners, children at labor—hundreds of millions smuggled and laundered in Rwanda, inflating its « economic miracle » with minerals stolen from the DR Congo. Goma 2012, Bukavu 2025: voracious raids on banks and villages, « passage fees » extorted… UN/US sanctions since 2013 for these economic war crimes.
Dispossessing millions, he bleeds the DRC. Every life stolen in Kiwanja, Goma, Kishishe, and elsewhere cries out for justice. And that justice will come, inexorably, to weigh upon Makenga and his accomplices the burden of their crimes.
