La Céni est catégorique : les élections de décembre 2018 se feront avec la machine à voter. Ceux qui s’y opposent n’auront que leurs yeux pour pleurer. Pourtant, nous avons rencontré un technicien de la Céni qui a osé nous parler de ses doutes sur l’utilisation de cette machine à voter, mais aussi des problèmes des salaires dans cette Commission électorale de la RDC. Pour le protéger, nous ne mentionnons pas son nom.
Le gouvernement se vante d’organiser les élections sur financement propre, alors qu’au sein même de la Céni, on compte encore des revendications salariales. C’est par cette question que nous démarrons notre conversation avec l’agent de la Céni. « Nous avons un sérieux problème d’argent à la Céni. Nous travaillons de six heures à vingt-trois heures, et on ne nous paye pas les heures supplémentaires », révèle cet agent de la Céni.
Parlant du financement des élections par la communauté internationale, il déclare : « Ce n’est pas nous [Céni] qui avons refusé l’aide financière extérieure, ce sont les politiques ! » La RDC refuse le soutien extérieur, alors qu’elle n’a pas de quoi payer convenablement les travailleurs de la Céni. Ne va-t-on pas tout droit vers d’autres manifestations d’agents non payés comme à Mbujimayi ou dans la province de la Tshopo en octobre 2017 ?
La machine à voter est-elle crédible et fiable ?
Étonnez-vous : ce technicien de la Céni n’a pas du tout confiance en la machine à voter en raison de son système d’exploitation contenu dans un simple disque amovible. L’agent exprime sa crainte : « On a mis le système d’exploitation de la machine à voter dans ce que vous appelez puce ou carte mémoire. Or, si quelqu’un vole cette carte et qu’il est un bon programmeur, il peut facilement accéder aux données, modifier les résultats et programmer des choses même à partir de son téléphone Android comme un bon programmeur peut le faire. Ceci est une vulnérabilité difficile à contrôler. » Or si les membres de la Céni eux-mêmes ne font pas confiance en la machine à voter, comment pourrait le faire la population ?
Une autre question, c’est celle de savoir comment la machine à voter pourra fonctionner dans des coins du pays dépourvus d’électricité. C’est au moins sur ce point que l’agent de la Céni nous a paru assez rassuré : « La machine elle-même a une autonomie de 24 heures. Elle a également une batterie de 48 heures. L’élection va se dérouler en une journée mais nous avons prévu une autonomie pour trois jours. »
Prétendre autofinancer les élections, recourir au vote électronique (même dans les milieux ruraux)… Tout cela me semble bien comme innovations, mais c’est arrivé trop vite selon moi. Au risque de voir se multiplier les difficultés…

DRC CENIis an EMB Electoral Management Body lacking in ethos professional fiduciary.
CENI is the EMB charged with sole responsibility in facilitating National Elections in DRCongo to be concluded by December 2018. CENI as an institution is failing to provide the DRC peoples an electoral process inclusive of electoral procedure grounded in strict professionalism as this CENI Leadership Cadre are beholden to the Kabila Executive Governing Authority in being instructed by this Kabila Governing Authority to frustrate the civic civil social electoral process inclusive of procedure resulting in National Elections being delayed and or inspiring a DRC National Election roiled in turmoil attributed to the use of voting machines designed to founder in frustrating the peoples choice due to technical matters.
An Election in the normative ideal is actually a very simple process inclusive of procedure entailing a legal legislative framework designed to ensure facilitate subject to already agreed rules inclusive of electoral code:
citizen eligibility being entitled to vote
one citizen equals one vote, ever, no exception
vote cast
vote recorded following closing of polling station
vote made public.
Presumption all the above elements are coordinated/facilitated by an Electoral Management Body [EMB] being an institution fully independent from all/any Government interference and staffed by people who are professional matters civic civil electoral and ethical in conduct.
In the normative ideal, all elections are grounded within an ethos of the citizen trust, the citizen trusting the Electoral Entity in being strictly professional and beyond ethical reproach as all successful elections are those elections endorsed by both winners and losers as the loser respects fully that the electoral process inclusive of procedure has been facilitated conducted to standard normative within an ethos of EMB trust professional.
Western Style Elections usually involve the use of a hard copy paper ballot which is provided to the citizen who indicates choice in private and immediately following the ballot is placed into a receptacle ensuring vote anonymity.
Once the polls have closed all paper hard copy ballots are counted by members of the EMB and reconciled ensuring unused ballots are not deployed arbitrarily while being observed by members of Civil Society Organizations whose on site presence is to minimize any element of impropriety in fraud.
Trust in the EMB in being professionally competent and ethical is essential.
Voting machines inclusive of other digital type election aggregators being technology in the ideal is the future of the electoral process as machines are 100% accurate as well as being efficient in speed which is why technology is being pushed into the election sphere of endeavours.
But!
All technology can be sabotaged, compromised by entities internal and external.
As of today, there does not exist a hack proof machine designed for election work.
DRC political social publics are most fragile and febrile as most DRC peoples are on edge in seeking change in governance via means non violent requiring that the DRC electoral process and electoral procedure be conducted and managed in a manner method beyond reproach by an EMB by all measures objective being staffed and directed by people who are professional in matters electoral and ethical in behaviour.
Introduction of new technology is hazardous and challenging under the best of circumstances meaning DRC CENI should be concerned primarily in effecting an election grounded in citizen trust.
The South Korean type of election machine selected by DRC CENI is not a proven technology in the field which does create concern as to whether indeed these machines will perform as the flaws in this technology far outweigh any element of efficiency as these machines suffer from numerous deficiencies:
– not tested in the harsh DRC climate where heat and dust will create many problems operating the machine resulting in voting delay
– in the field power sources dubious and batteries are known to fail and without back up power source the machine is mere junk
– hacking is a serious issue as these machines are susceptible to external hacking as well as internal hacking which may create disputes concerning electoral outcome if there exists no other record of the vote which may well migrate into violence
– hacking does not require massive capital expenditure or infrastructure—hacking is cheap and can be facilitated by a small group of people sitting in a room with internet connection possibly in a different country.
Considering the fragility in DRC publics, an ethical professional responsible EMB would default to the known proven hard copy paper ballot method of voting as this method although relatively inefficient in speed does have the reputation ensuring minimal fraud as National Civil Society Organizations will be able to observe and witness both the voting and the counting of ballots and along with voter registration ensure full balloting reconciliation obviating ballot stuffing.
If the EMB is questionable in citizen trust being a EMB not truly independent and professional a voting type machine will make it easier to rig the election for whatever reason notwithstanding that the machine in the DRC harsh field environment will fail to function properly creating massive problems with no backup perhaps resulting in the national election being delayed.
